This might be the result of carrying the tin in a back pocket like a can of snoose. Sitting on it a couple of times would provide more than enough pressure to slightly deform the threads especially if it was closed too tightly. I've known this to happen with fairly thick aluminum containers with friction fit lids. Right down to the ooh-scary gray dust.
Ok, it took a bit of effort but I have managed to replicate the alloy dust. First screw the lid on so tight as to shear the thread, then keeping the same pressure rotate the lid about 20-30 times until a fine alloy dust appears. Now wipe clean and start again this time the dust appears after only a couple of twists.

Well out of curiosity I checked all my tins & not one of mine did this, not even the old empty tins. But then again I don't carry the tin in my pocket nor do I crank the lid tight. I just turn till its snug?
I checked my tins as well, the newer small tins don't have the dust but I have a 25g chocolate that does. I guess I'm just not too worried about it as it is on the outside of the tin.
but im sorry to say this but i dont drive my car into a wall i drive it with care hence what you replicated shows that you should not miss treat the tin i think all tins would do this if treated without care
I don't like having to open a tin to get my snuff out because then I have a lid to deal with and an open can and a pinch and I usually spill some. So I got one of Patrick's boxes and its very helpful. Those German boxes also look nice. Here are two awesome boxes I found which are silver:

Nevertheless, I love the Packard's box and the Gawaith's apricot has a hole in it so you just dump some out. I did a search on Snuff Bottles and found a ton of Chinese ones. Also, it looks like Poschl has some bottles.
Just so that I won't feel left behind, I would also like to drop my penny. I have 12 of the older type 25g tins and 4 of the new 10g tins. None of the big tins show any sign of "dust". I did find some "dust" on the inner flange of the 10g tin's lids though I had to turn the lid a couple of times to produce it. It does not worry me at all because it can't get mixed up with the snuff. And if I remember to do so I will wipe the tins from time to time. I am worried about the rusted tins I often receive. Whenever I receive snuff in a rusted tin, I immediately transfer the snuff to another, preferably plastic, container. I buy "pill bottles" at the pharmacy at 10c a piece. That's the ones with the lid attached to the bottle and the lid is flipped open, does not screw on.
Oh! I've been doing it wrong! all the time I've been tossing out the snuff and sniffing the rust and silver dust. I've got the hang of it all now, feel a lot better.
Oh hell, I must correct myself. PLEASE NOTE, THE RUSTED TINS I MENTIONED ARE NOT FROM TOQUE. I'm talking about the ordinary, tins with push down lids. No need to mention manufacturers names, you all know what I'm talking about.

Yes Snuff Head but you've increased considerably in value since you began sniffing the silver dust. However, it's best to stick with gold and platinum cans if you want the best long term prospects ;)
