What about some of the Samuel Gawith varieties like After Glow, Wild Duck, Mastiff. The After Glow is a very nice peppermint snuff. And like dajawu said, the Toque Peppermint is nice as well.

Prime Minister is also spearmint, or wintergreen. Pure peppermint extract is available in the baking sections of most supermarkets. A little goes a long way. I've made some very nice peppermint snuffs with it. Just be sure to mix it in very thoroughly, and screen it a few times before sniffing.
I would add that mint IS a menthol. In the same category I would also put camphor, eucalyptus, Chinese menthol crystals, and whatever just plain menthol (no details). These are all very different from one another. Their combined use has unlimited variables.( i.e Poschl snuff ) I would recommend for the connoisseur to familiarize himself with all. There may be a favorite lurking within. Back on subject my favorite mints are Taxi Rock, Toque peppermint, and Crumbs of Comfort. Furthermore I would like to comment that mint mixes extremely well with other scents. I now have a Spearmint, Thyme, and Bergamot mix that is thoroughly enjoyable.
Speaking of eucalyptus, I just arranged a snuff swap with Walrus1985 and got some of his Frederick Tranter Country Doctor which is flavoured with aniseed and eucalyptus.
Did you ever have one of those "love at first pinch" moments ? I can't keep this stuff out of my nose and the very generous bag he sent me isn't going to last much longer ! It's mid brown, medium fine grind and quite moist. The aniseed is foremost with just a hint of eucalyptus for a pleasant nose chill.
I'm guessing that Wilsons Aniseed and Eucalyptus will be similar so I'm going to order some of that soon to check it out.
Farley don't forget to try the Aniseed Extra. Snuff Head recommended it to me and I like it because it has a strong anise flavor but also eucalyptus which you seem to enjoy also. The eucalyptus definitely plays 2nd fiddle to the anise on this one. Only problem for you may be the menthol as there is a healthy shot of menthol here. It will be interesting knowing which you prefer betwen A&E and Aniseed Extra. I haven't tried A&E and it's confusingly listed under both S.M. and Flavored snuffs on Wilson's website, so I don't know whether it has menthol as well. Anyone?
Molen's Chocomint's great, very pleasant. I also like the Metromint waters, though I don't get them often. I like the chocolate mint, and pure peppermint the best.
I'm not in love with menthol snuffs though I do like the TOQUE Menthol. TOQUE Peppermint is something else all together. I can easily sit and sniff it all night long. Reminds me of WILSON'S XXX Mints. I also mix it in with other snuffs. I do have Wilson,s Prime Minister but that is a bit to "minty" for my taste to use as a all day snuff. Where does Crumbs of Comfort come in; menthol or mint or peppermint?
If you want a good Aniseed without strong menthol, try Wilsons aniseed Eucalyptus. The eucalyptus blends in well with this one without overpowering and taking over.
